- Cette thèse interroge comment la mise en place et la structuration d’une ingénierie culturelle départementale inédite en Haute-Garonne, travaillant à l’impulsion de relations de coopérations avec des parties-prenantes diverses, telles que les intercommunalités, renouvelle le déploiement de la politique culturelle départementale et se fait au profit du renforcement du développement culturel territorial. Ce processus s’inscrit dans le cadre des recompositions multiples qui touchent aux politiques culturelles territoriales, faisant émerger des enjeux de coopérations territoriales et intersectorielles, et est observé dans un département marqué par des disparités territoriales fortes. Depuis la loi NOTRe (2015), qui reconfigure les périmètres intercommunaux, renforce les Départements dans leur rôle de chef de file en matière de Solidarités, affirme la responsabilité partagée de l’action culturelle et enjoint à la mise en œuvre des droits culturels, le rapprochement entre ces deux échelons apparaît opportun quand il est avéré depuis plusieurs années dans certains départements. Pour autant, les modalités d’articulation sont variables d’un système territorial à l’autre, d'autant plus que les marges de manœuvres financières sont très différenciées dans le cas des collectivités départementales. En 2021, ces modalités de coopérations avec les territoires infra-départementaux et la structuration de méthodes utiles à la territorialisation restent à inventer et à expérimenter pour le Conseil départemental haut-garonnais, dont les ambitions politiques d’ouverture et de Dialogue citoyen tendent à faire muter les modalités d’intervention et les caractéristiques de son ingénierie. A partir du cas haut-garonnais observé sous un angle original (CIFRE en aménagement du territoire), cette thèse propose une grille d’analyse renouvelée du développement culturel territorial, permettant de mieux comprendre comment les relations de coopérations et le recours à l’analyse territoriale, constituent des ressorts permettant de faire basculer une politique culturelle cloisonnée et déployée selon des logiques descendantes, vers un modèle d’aménagement culturel départemental plus intégré et ancré dans les dynamiques culturelles territoriales.

- This thesis examines how the establishment and the structuring of an unprecedented cultural engineering in Haute-Garonne, working to foster cooperative relationships with various stakeholders, including inter-municipal authorities, is renewing the deployment of departmental cultural policy and strengthening territorial cultural development in a department marked by highly differentiated contexts. This process is part of the multiple reorganizations affecting territorial cultural policies, giving rise to issues of territorial and intersectoral cooperation. Since the NOTRe law (2015), which on the one hand reconfigures inter-municipal boundaries and strengthens the departments in their leading role in terms of solidarity, and on the other hand affirms shared responsibility for cultural action and calls for the implementation of cultural rights, the rapprochement between these two levels appears appropriate and has been proven in certain departments. However, the terms of coordination vary from one territorial system to another, reinforced by very different financial margins for maneuver in the case of departmental authorities, and territorial cultural engineering skills are often calibrated to mandatory cultural skills, except in the case of departmental cultural agencies that have acquired expertise over time in supporting inter-municipal authorities in structuring their regional cultural projects. In 2021, these cooperation arrangements and the structuring of methods useful for territorialization remain to be invented and tested for the Haute-Garonne Department, whose political ambitions for openness and citizen dialogue are tending to change the methods of intervention and the characteristics of engineering. Based on the Haute-Garonne case study observed from an original perspective (CIFRE in regional planning), this thesis proposes an analytical framework based on contributions from the literature on territorial development and collective action, providing a better understanding of how cooperative relationships and the use of territorial analysis are drivers that can shift a siloed cultural policy, deployed according to top-down logic, towards a more integrative cultural development model anchored in local cultural trends.
