Cette thèse porte sur l’élaboration d’un dispositif paysager smart à partir d’une ethnographie réalisée au Central Park de Taichung, à Taïwan. Vaste parc public d’environ soixante-dix hectares ouvert au public en 2018, le Central Park prend place au sein de la Shuinan smart city, et est présenté par les pouvoirs publics comme étant un parc smart, bas-carbone et innovant. Édifié sur le site d’un ancien aéroport dont presqu’aucune trace ne subsiste aujourd’hui, ce parc résulte d’un important travail paysager et architectural. Il s’organise autour de trois parcours climatiques conçus pour amoindrir trois aspects du climat tropical jugés excessifs (chaleur, humidité, pollution), afin d’inciter les promeneurs à le fréquenter. Le parc présente des capteurs climatiques tous les cinquante mètres, des caméras de vidéo-surveillance, auxquels s’ajoutent des détecteurs d’inondation ainsi qu’un système d’alerte destiné aux promeneurs.
À travers ce travail, j’interroge les formes d’existence que produisent les formes esthétiques et politiques du smart. Ainsi, je m’intéresse aussi bien aux phases de conception du parc qu’aux appropriations particulières qui en sont faites, aux usages, mais aussi aux mésusages ainsi qu’à certaines anomalies qui défient parfois les attentes.
La thèse s’appuie sur une enquête de terrain d’un peu plus d’un an réalisée entre 2017 et 2020, et est composée de huit chapitres structurés en trois parties. Elle présente une forte dimension descriptive dans l’intention de rendre compte de la façon dont le smart influe sur les modes de vie, les habitudes, et les pratiques. À travers l’analyse de la conception du plan directeur de la Shuinan smart city et de ses principaux aménagements, de la production iconographique à laquelle il donne lieu, et enfin, de ce qui émerge de l’espace en chantier, les trois premiers chapitres se focalisent sur les enjeux propres à la fabrique d’un lieu smart pour, in fine, tenter de mettre en évidence ce qui relèverait d’une fabrique smart de l’espace. Les chapitres quatre, cinq et six portent quant à eux sur la façon dont, à travers ce parc, on entend administrer une population tant dans la façon dont la notion de climat a orienté sa conception, que dans la façon dont le parc est progressivement investi par les pouvoirs publics ainsi que par les promeneurs. Aussi, il est question dans cette partie de tenter de rendre compte de différentes façons dont (im)matérialités et sensibilités se trouvent articulées au Central Park de Taichung. Enfin, les deux derniers chapitres abordent des questions liées d’une part à l’enchantement qui émane du parc, par lequel celui-ci capture et oriente le regard des promeneurs, et d’autre part, aux modalités de l’organisation du travail qui y a cours ainsi qu’à certains rapports particuliers que les travailleurs y déploient. Ces deux chapitres esquissent l’idée qu’avec l’avènement des lieux smart, on assiste à l’émergence d’une nouvelle génération de dispositifs propres au XXIe siècle qui, au Central Park de Taichung, donnent par exemple lieu à l’élaboration d’un dispositif paysager smart, lequel s’articule de façon particulièrement adéquate à une économie capitaliste productrice d’ambiances et au mode de production associé. - Résumé en anglais

This thesis focuses on the development of a smart landscaped apparatus based on an ethnography carried out at Central Park in Taichung, Taiwan. Located within the Shuinan smart city, Taichung Central Park is a vast public park of approximately seventy hectares opened to the public in 2018, and is presented by the public authorities as a smart, low-carbon, and innovative park. Built on the site of a former airport of which almost no trace remains today, this park is the result of significant landscaping and architectural work. It is organized around three climatic pathways designed to reduce three aspects of the tropical climate considered excessive (heat, humidity, pollution), in order to encourage people to use it. The park features climate sensors every fifty meters, video surveillance cameras, flood detectors and an alert system for walkers.
Through this work, I question the forms of existence produced by the aesthetic and political forms of the smart. I am thus interested in both the design phases of the park and the specific appropriations made of it, its uses, but also its misuses, as well as certain anomalies that sometimes defy expectations.
The thesis is based on a fieldwork of just over a year carried out between 2017 and 2020, and is composed of eight chapters structured into three parts. It presents a strong descriptive dimension with the intention of reflecting how the smart car influences lifestyles, habits, and practices. Through the analysis of the design of the Shuinan smart city master plan and its main developments, of iconographic production to which it gives rise, and finally, of what emerges from the space under construction, the first three chapters focus on the specific issues related to the creation of a smart place in order to, ultimately, attempt to highlight what would be involved in a smart creation of space. Chapters four, five and six focus on how, through this park, one intends to administer a population, both in the way in which the notion of climate has guided its design, and in the way in which the park is gradually being invested by both public authorities and walkers. Also, this part aims to account for different ways in which (im)materialities and sensibilities are articulated in Taichung's Central Park. Finally, the last two chapters address questions related, on the one hand, to the enchantment emanating from the park, through which it captures and directs the gaze of the walkers, and on the other hand, to the modalities of the working organization as well as to certain particular relationships that workers deploy there. These two chapters outline the idea that with the advent of smart places, we are witnessing the emergence of a new generation of apparatuses specific to the 21st century which, in Taichung's Central Park for example, gives rise to the development of a smart landscaped apparatus, which is articulated in a particularly appropriate way to a capitalist economy that produces ambiances, and the associated mode of production. - Accès au document
