Ce mémoire donne lieu à un raisonnement basé sur une structure à la fois dialectique et analytique. La méthode utilisée met en avant une première partie sur la compréhension des OAP et de pourquoi ces dernières ont été créées. Cette première base donne alors lieu à l’éclosion d’une problématique faisant ressortir les différentes contradictions et tensions au sein de leur fonctionnement avant d’en arriver à une partie dédiée à l’interprétation et plus précisément à ce que révèlent les tensions sur la planification française contemporaine.
L’évolution chronologique des OAP dans le temps suit un raisonnement tant généalogique qu’analytique. Ce retour dans le temps cherche à mettre en évidence la manière dont on en est arrivé aux OAP actuelles. Étudiant la source historique de l’outil, mettant en avant l’histoire de la planification et la difficulté à articuler planification et réalisation, cette première partie statut tant bien l’évolution juridique de l’OAP dans le temps que la démonstration de sa nature juridique unique et fragile.
Un raisonnement plus dialectique s’ensuit, se tournant autour d’un mot-clé « tensions ». Exposant les contradictions entre les différentes exigences de l’OAP, cette partie cherche à démontrer la recherche d’un équilibre à travers une problématique, à savoir : comment les OAP parviennent-elles, ou non, à résoudre les contradictions présentent au sein de la planification française.
La suite du coeur démonstratif du mémoire se poursuit au sein d’un raisonnement critique des OAP. Il ne s’agit plus alors de regarder les OAP en elles-mêmes maisont été fait de s’intéresser à ce qu’elles révèlent sur la planification française contemporaine. S’intéressant plus largement à la recomposition même de cette dernière, certains sujets tels que la saisie du ZAN, les différences d’interprétations ou encore l’absence d’une évaluation concrète des OAP dans le temps.
D’une manière plus synthétique, ce mémoire relève trois questionnements principaux rejoignant une seule et même problématique :

This thesis employs a reasoning process based on both dialectical and analytical structures. The method used begins with an examination of the OAPs (Operational Planning Guidelines) and the reasons for their creation. This initial foundation then leads to the development of a problem statement highlighting the various contradictions and tensions within their operation, before arriving at a section dedicated to interpretation and, more specifically, to what these tensions reveal about contemporary French planning.
The chronological evolution of the OAPs over time follows both a genealogical and analytical approach. This historical overview seeks to highlight how the current OAPs evolved. By studying the historical origins of the tool, emphasizing the history of planning and the difficulty of reconciling planning and implementation, this first section establishes both the legal evolution of the OAP over time and demonstrates its unique and fragile legal nature.
A more dialectical argument then follows, centered around the keyword "tensions." By highlighting the contradictions between the various requirements of the OAP (Operational Planning Guidelines), this section seeks to demonstrate the search for a balance through a central question: how do the OAPs succeed, or fail, in resolving the contradictions present within French planning?
The next part of the thesis's demonstrative core continues with a critical analysis of the OAPs. The focus shifts from examining the OAPs in isolation to exploring what they reveal about contemporary French planning. More broadly, the thesis examines the very restructuring of this system, addressing topics such as the capture of the ZAN (Zero Net Activity), differences in interpretation, and the lack of concrete evaluation of the OAPs over time.
In summary, this thesis identifies three main questions that converge on a single central issue:
Where did the OAPs originate and why were they created?
What contradictions and tensions does their operation reveal?
